[Imports] Pavia Address Import

Hi,

the italian Pavia municipality has released as CC BY 3.0 all the address 
of the city.

To be short:

-Conversion to WGS84
-Add all the needed tags (addr:city, addr:country, addr:street, 
addr:housenumber)
-Check against the existing data with an overpass turbo query and 
integration.
-Upload with correct attribution.

The import workflow is IDENTICAL to the one of Rimini, as i described here:
