[Imports] Ask for import Belsk Duzy address data

The general procedure is to create a wiki page for the import on wiki.openstreetmap.org[1] and follow the procedures outlined here[2].

Also, note that for data to be uploaded to OpenStreetMap, it has to be under a compatible license with the ODbL.
