[Imports] CzechAddress Import

Hi,

the Czech OSM community is preparing a new import/rewrite of address nodes
in Czech Republic.

The data are taken from a goverment agency and they are OK from legal point
of view.

The import is named CzechAddress adn we have added an entry for it here:
