[Imports] Import UNICEF data in Central African Republic, act II

Hi all,

Thank you very much for all your contributions to make this import strat
again> i will modify the wikipages (for addr) and the files to be imported
to reflect the changes. I have a question regarding this: is there a place
the original files could be uploaded? I do not feel comfortable to host
them on Google Drive, as an example.
