[Imports] Import Plan for Buildings & Address in Washington, DC, USA

Well said.

If all the buildings are present now in New York, the focus of the local
community can shift to entering whihc POIs are where. Adding buildings is a
tedious job. Adding POIs is too, but it becomes a lot easier to do
correctly when the buildings are there, including all the addresses.
