[Imports] [MappingDC] DC Buildings & Addresses Import

I'm sorry for cross posting.  Let's keep the discussion of the import details on the MappingDC mailing list.  I just wanted the imports list to know MappingDC is getting involved.

And Andrew, you raise a great question.  While DC interns are doing the import, there's no reason to limit the work to just the interns.  As we'll be using Tasking Manager which is accessible to everyone.  I know that i'll be helping out ;)
