[Imports] Import Plan for Buildings & Address in Washington, DC, USA

Paul,

No using remote mappers  will be used. everyone is local.

The paid interns are quite IT savvy.  They have trained in general GIS
concepts.

The interns have watched videos, read documentation about OSM and JOSM.
 The interns will be trained with about 4 - 6 hours of training in OSM,
JOSM, local mapping, and project procedures. After that, they will have
close in person supervision while working on the imports. One of the
 volunteer local  trainers has trained quite a few people before.
