[Imports] issue tracking

How do we feel about tracking issues?  Is GitHub OK?  For example the NYC import [1].  Granted these are mostly software-related tickets.  Is there a better place?  https://trac.openstreetmap.org ?

I'm taking about for issues that arise which weren't planned for, like how to handle the import of a building we know has been demolished.  Or an importer doesn't know how to handle a building with a hole in it.  Of course my example of the Hirshhorn Museum [2] is already there.

I don't like mailing lists for this for a couple reasons:

* The issue often gets off topic.
* The issue doesn't have a definite resolution.
* It's hard to tell which issues are open and which are closed.
* It's hard to revisit old and low priority issues.

I have one more item on that list, but it's hard to describe.  When getting a reply on the mailing list, it's hard to tell if it's authoritative versus just an opinion.
