It's difficult to go back and look at the history.  I am sure a mapper with
local knowledge would not make the second error, and the first is just
sloppy (but happens).  Maybe a volunteer would take more care... don't know.

Not really worth it at this point, but just suggest that things be done
differently for DC and future imports.

If OCTO is going to lead the imports, that's great but recommend
experienced community members have opportunity to assist if they like.

A way forward is to work on setting up tasks in the tasking manager. At
minimum, people can track progress or can help if they like.

http://tasks.openstreetmap.us/job/6 doesn't have anything setup afaik.  how
does one get the rights to do this?

If OCTO only wants to work on new buildings, sounds ok. Volunteers can help
with tasks that OCTO is not interested in.
