I see no reason not to use one of the import conversion tools here - 
ogr2osm can read any OGR compatible format and allows custom attribute 
to tag conversions.

While in principle it is all right to do a fully manual import as you 
describe the amount of data potentially involved here would make 
automatic tag and geometry conversion advisable i think.  Any 
mechanical processing step that is not done manually by the mapper is 
one place less where mistakes can occur.  And the mappers involved in 
the import would be able to concentrate on the actual verification and 
conflation tasks.
