[Imports] Handling of existing buildings in NYC import (was Re: Buildings & Address in Washington, DC, USA.)

Richard -

The import documentation is clear on not touching existing data unless the
imported data is clearly better:

Not the case, Richard. For instance, look at all the intricately mapped 3d
buildings on F4 map. None of them are from public NYC data, they were all
preserved in the existing OSM data:

Again, I'm interested in helping creating the best possible quality map and
in working with everyone in the community to make that happen.
