According to Wikipedia, Sandy Springs was incorporated in December 2005. Because of this, there probably wasn't enough time to properly change the city data, and so many of the cities on addresses in the region are listed as Atlanta.

Regarding the addr:city, based on two addresses located in Sandy Springs (as defined by OSM), the USPS accepts both Atlanta and Sandy Springs as the address, and gives the same ZIP+4 value for both. If it's preferred, I can have the addr:city included, but note that it will conflict with the city boundaries that are already in OSM.

The city boundaries in OSM right now are from the Census, and are often not the same as the boundary for the city by the same name. Lots of times they don't correspond with anything real, either. Bottom line: it makes sense to include addr:city.

Also, if there aren't any objections/comments, I'm planning to start the import next Wednesday, March 12, at the earliest. The import details as well as the grid is up on the wiki page (https://wiki.openstreetmap.org/wiki/Address_Data_Import_for_Fulton_County,_Georgia[2]), as are the sample files. The import will begin in Atlanta.

Seems reasonable to me. You've had this in the open for plenty of time and have responded to lots of feedback.
