The city boundaries in OSM right now are from the Census, and are often not
the same as the boundary for the city by the same name. Lots of times they
don't correspond with anything real, either. Bottom line: it makes sense to
include addr:city.

Seems reasonable to me. You've had this in the open for plenty of time and
have responded to lots of feedback.
