[Imports] [Talk-cz] CzechAddress Import

What's really curious is how addr:suburb seems to have changed
meanings between 2009 and 2011...

The current meaning doesn't fit the meaning of the English word at
all, which is part of our tagging "philosophy" (that tags should make
sense in English).
