[Imports] Honduras Imports

If I move Aldeas to level 9 or 10, then I wouldn't have where to include cities and neighborhoods.
 
- National Border (admin level 2)
- free 
- Departamentos (to be admin level 4)
- free
- Municipios (to be admin level 6)
- free
- Aldeas (to be admin level 8)
- Cities (to be admin level 9)
- Barrios y Colonias (to be admin level 10)
 
Iceland, Guatemala, Lebanon and Mexico are examples of using admin level 6 to Municipios, and I think we have to acknowledge each country is different, very difficult to try to model one after another
 
So about local community, yeah well its almost non existing but I will wait a few weeks to see if anyone has anything to say
