Hi,

thanks to all for the comments. I'll try to explain what the suburb/borough 
is.

In czech language it's called "mestska cast". Unfortunetly, not only one czech 
word exists.

It exist in 8 cities only. Total count of meststa cast is 143. Mestska cast 
has an administrative power. It has absolutely no relationship to periphery. 
It can be in periphery as well as in city town. There are no boundaries of 
mestska cast in OSM, but they exists.

A bit o statistic:

count is count of mestska cast in city.

I think, we should not use czech term, because probably no one will understand 
what is it and in czech it is two words.

Here is an example - map of mestska cast's in Prague:

Its called Prague_districts.svg, but, again, district in OSM means Okres. Here 
is map o Okres's:

In the first map, there is an (cadastral) place Vinohrady in the centre. You 
can see, Vinohrady is in 3 mestska cast - Vinohrady is in Praha 2, in Praha 3 
and in Praha 10.

I know, it's a little bit crazy, but it's reality.

I hope this help to make good decision which key to use for mestska cast.

I'm ready to start the import, let's decide ;-)
