Is this part of the address? If not you should only map it as
administrative entities. place entities on the other hand are not
representing administrative entities (but they might coincide) but
geographic entities.

The part of "periphery" vs. "urban" has no correspondance in OSM-tagging,
in OSM a place=suburb can well be in the centre of a town or city. Yes,
this is not the literal meaning of the word suburb, but it is how tagging
evolved.
