20 - streetnumber (part of housenumber)
1989 - conscriptionnumber (part of housenumber)
Boleslavska - street
13000 - post code
Praha 3 - mestska cast/suburb/borough/???
Vinohrady - (cadastral) place
Praha 3 (mestska cast) is mandatory, Vinohrady is not.
Vinohrady is lying in Praha 2, Praha 3 and Praha 10.
Praha 2 - Vinohrady - one post office
Praha 3 - Vinohrady - another post office
But the relationship between mestska cast and post office (post code) is not
clear. In Praha 3 is only one post office, in (or example) Praha 8 are several
post offices.
This is true for the 8 cities. In cities without mestska cast, mandatory part
of address is (cadastral) place, "cast obce" in czech.
Another exaple of address - small city and distant place, no streets:

We have nothing against tag suburb, but we thought, borough is better. If
suburb means place in centre of town also, we can use it. No problem for us.
