We are not going to do a big bang. The whole process will be split to 
small pieces, matching issues manually reviewed and reviewed pieces will 
be uploaded to OSM one by one. I expect that the whole process will took 
several weeks. What is an acceptable amount a data to be changed per 
day?

Just to image: Actual population of Czech republic is less than 10 000 
000. And there is about 3 000 000 addresses.
