Automatic deletion is unwanted when it's decreasing the amount of
information. It's also unwanted when the mass deletion is impacting
the global OSM environment (e.g. servers, replications). This would be
the case for instance if we delete all "created_by" tags at once.
Doing this silently on modified objects in editors like JOSM is a way
to spread the effort over time.

I never agreed on **this** statement. Most of us do care about the
minimum set of tags required by data consumers. Who is adding
addresses which cannot be interpreted later by geocoders like
nominatim ?
