The proposal generally looks good to me and nice to have the remaining
areas filled in.  Are volunteers / community going to do the actual uploads?

The scripts talk about census tracts to split the task.  I suppose they can
also work with block groups (as the wiki page talks about those)?  It
depends on the size and density of the census tract, if a census tract is a
suitable amount to work on and be able to upload at once. Often it's better
to work on block group level to split the data, and sometimes census tract
is good.

In the process, maybe as separate task, the parking lots in osm need to be
cleaned up (in some cases, there are duplicates) and should be adjusted to
align with the buildings. Thoughts?
