[Imports] Helsinki region building import

Hi,

We have been planning for the import of unmapped buildings within the
Helsinki region together with the concerned municipalities.

The plans for the import can be found at

The plans have been discussed on #osm-fi, and now we would be
interested about your feedback for the plan, before going on with the
first phase of the import.
