[Imports] [HOT] Kaduna State eHealth Africa Roads import

Hi Séverin and all:

I wrote a script to join road segments that makes the import easier
and faster. The link to the script is in the workflow wiki.

I therefore included that data processing in the import workflow. The
three wikis for this import are:
