[Imports] Mali Schools

All,

I prepared an import for most schools of Mali (data PD courtesy of UNICEF
and the Ministry of Education).

I could not create a subpage of Import/ in the Wiki due to Spam limitations
so I had to put the Import Plan into my User Page
https://wiki.openstreetmap.org/wiki/User:Rgaudin

Let me know how we can move this to its proper location.

I am ready to launch the import, waiting for your inputs first.
