Some thoughts.
drinking_water:type=tap drinking_water:type=working_drilling
drinking_water:type=inexhaustible_well
drinking_water:type=exhaustible_well are new tags, but there seems to
be other tagging schema that uses already approved and widely used tags.
For example, inexhaustible/exhaustible means it can't/can be finished
the water? Wouldn't be better to replace it by seasonal=no/yes or
intermittent=no/yes or the like? Just asking.
There is also the pump=powered/manual/no tag. Please have a look to
the HOT humanitarian list of tags for ideas:

Respect to the school tags, is school:first_cycle and
school:second_cycle also new tags? There is a tag that could be
suitable for that: isced:level (

http://en.wikipedia.org/wiki/International_Standard_Classification_of_Education
That's a suggestion.
I don't know if you told how you will deal with conflating with
schools already present in the OSM database for Mali.
