[Imports] Mali Schools

Sorry for adding some more thoughts. I was quite busy and missed some
details.

I've seen that for school:ML:academie, school:ML:cap, is_in:cercle,
is_in:commune and name, text is in capital letters. Have you thought
about tweaking the code to make them non capital letters (except for
the first letter of each word)? At least for the 'name' tag it would
be quite interesting.

Moreover, it might be nice to add "Ecole de " to all school names, but
I am not sure if that would fit well for all 10,000 node names...
