The purpose of this discussion is to raise and address concerns 
regarding this workflow so no, this is not for you to decide on your 
own.  If you want to do that you can but then you need to put up the 
results of this work for import discussion and not the raw data.

So far you have not really addressed the concerns i raised regarding the 
quality of the resulting place classification and seem very keen to 
stick to your planned workflow (which i am sure is well thought through 
and efficient - but this is not the issue here).  So maybe consider 
supplementing the data with place classification outside the OSM 
database and put up the results for review here.  This way we would 
avoid a fruitless theoretical discussion on the details of your plan.
