Would adding an step to the workflow stating that optionally, and for
more security, every mapper can change all the place tags to unknown
at the beginning of each task, and explaining the pros (formally is
better and more secure, as it's better to leave a place=unknown
unchecked than a place=hamlet) and cons (more tedious and slightly
slower) of doing this step? I think that this can be a compromise that
may satisfy all of us.
