[Imports] Ottawa Bike Parking Import

Clark,

This looks cool. One important step is to translate the types of bike
parking in the document to the types that OSM uses. Here is a wiki page
with pictures of each type. For instance, loop and post is probably
"stands". http://wiki.openstreetmap.org/wiki/Key:bicycle_parking

Maybe add a column for that or write us a data dictionary for each of the
Ottawa types.
