It's not CC BY, it's custom terms of use says data can be reused any
way, including commercial, with an attribution to data.mos.ru. Others
contains the same terms. For Zelenograd there is
http://www.zelao.ru/opendata/ which are CC0, but it's already included
in Moscow's dataset.

Tagging:
man_made=surveillance
surveillance=public/outdoor, varies from dataset
surveillance:type=camera
operator varies from dataset, for Moscow it's "Отдел внутренних дел по
району %district% %administrative division (abbr)% города Москвы".
There is also phone numbers of operator in dataset, it can be added
thought contact:phone, but I'm not sure if it's valuable.

Conversion process — via JOSM and some simple scripting.

Moscow dataset is fine, it's official data with a coordinates. Tomsk
oblast and Volgograd oblast datasets needs semi-manually importing,
because they don't include coordinates, only addresses, but it's not
much and I can handle it.

I created account ru_opendata_import for import process.
