[Imports] Using shp2osm

We recently found the combination of QGIS, followed by several iterations
of ogr2ogr (to prepare the shapefiles) and OpenData JOSM plugin (for the
actual import) to be the best way.
But it really depends what you want to achieve. We are dealing with landuse
data import of a whole (albeit small) country.
