[Imports] Administrative Boundaries and Divisions in Portugal

Hello all,

The purpose of this thread is to warn the community that a large scale
manual importation of administrative boundaries is underway in Portugal as
well as to ask for commentaries regarding the procedure itself.

The motive is very simple: Portugal lacks administrative boundary data in
most of its area and is the only EU country that has yet to have them
mapped completely. The data to be used is available for free under Public
Domain [1] so there aren't any legal hurdles that impede this import.

The order of work is the following:

1. Revise and validate present data and the border with Spain for any
2. Import administrative data when needed, using previously mapped data and
conflate wherever is necessary to save the contributions made by other
2.a. Import Districts. (admin_level=6)
2.b. Import Municipalities. (admin_level=7)
2.c. Import Parishes. (admin_level=8)

The goal of this project is to properly and completely map all boundaries
in order to have useful boundary data as well as improved geocoding

A wiki has been written that documents the procedure [2] and the mapped
divisions [3] in Portuguese but if there is interest an English translation
can be made for the former.

I've already submitted a thread on the Portuguese [4] and Spanish [5]
mailing lists discussing this initiative a few days ago and the response
has been, overall, in favor of this going through.

The only point of mild conflict was whatever or not to use independent ways
all the time or to use elements of the map (i.e. rivers, roads) whenever
the administrative limit overlaps said features. I support the latter but I
hope to reach a consensus with the community in the next following days.
