Hello Ivan,

there are multiple unclear things about your import, you need to create 
a wiki page documenting this.

In particular:

- source of the data and license.
- if this has been discussed with the Indonesian community.
- how you handle merging with existing data in OSM, in particular 
synchronization with the lower level admin units and the coastline 
mapping (the outer boundaries seem to be meant to coincide with them 
but often they don't).

In addition there are quite a few untagged nodes and ways not belonging 
to any relation in your file.
