You may have some more process to run, before getting an import accepted.

I've been doing an update much like this for some years now.   I've found
that hand mappers occasionally edit the data between map runs, but it's
rare.  The most common edit is to move the pin and add tags.  The least
common action is to delete a pin (even if the underlying feature is gone).

Once a hand mapper deleted an imported pin, and created a new pin a few
meters away (in the wrong location).
And for an imported radar station database (
https://www.ncdc.noaa.gov/nexradinv/), someone added a radar station
without realizing it was already mapped.  They used a different (though
arguably valid) set of tags, and thus it got missed in conflation, but
caught during the JOSM review step.

I find the TODO plugin essential for the hand checking part of the process
: so much so I helped get a bug in that plugin fixed.
If you need a conflation script, and speak perl or python, I've got such a
script I can share.
