[Imports] Harmful elements in taginfo tag cleanup process

Hi,

As you probably know, there seems to constantly edits which are not good 
that most likely originate from the taginfo tag cleanup process. Correct 
data gets entirely deleted, not fixed as it is/was supposed to happen, and 
often the changeset comments simply choose to lie using wording like: 
"Fixed tagging", "Replaced local tags by english tags", etc.

Please note that I don't want to discredit all of that process as there's 
also many useful edits out of it but unfortunately there are too many bad 
apples currently in it too, IMHO.

Can something be done to stop these careless elephants messing the good 
work of the mices? It seems that local mappers now need to fear for their 
tags vanishing because of these edits. The current process allows no 
sensible review of what gets deleted (unless one is lucky enough to notice 
the removing changesets from the history) leaving that decision solely to 
one single "fixer", who unfortunately have so far proven not being able to 
get those decisions right.
