[Imports] Adding a disaster layer to openstreetmap

If you don't want to code things on Leaflet, there's also Umap you can use
( http://umap.openstreetmap.fr/en/ ). It's an app that makes it easier to
display data on top of OSM. Be sure to make an account on Umap: it helps
when you can save your work.
I fully agree with Chris Hill that flood data does not belong in the OSM
database due to its temporal nature (OSM is only useful for relatively
permanent features).
