[Imports] Myanmar townships

Hi Nick, is the data that you are trying to import much more accurate that
the boundaries in OSM? Are you familiar with the administrative boundary
OSM relations?

Do you have any boundary data smaller tan townships so you could create and
join different admin_level boundaries at once?
