[Imports] Mexico's Administrative Divisions Import Project 1

Hi All,  
The terms of use of the data have been discussed with the local government and the institution that generated the data as we've worked closely together with them to follow up the release of this data as open data and they  made clear in the terms of use that attribution is the only requirement to use their data. Attribution in the changeset tag and relations as  Rafael mentions is sufficient to be compliant, it doesn't need to be rendered on the OSM map.
