so it seems having a list of IDs isn't so useful.

The mapper *traced* "a really large number of buildings", so it  implies a
long, manual work: in that time other users uploads could have be done in
that area, hence reverting (with existent tools) isn't so simple.

Why not processing with overpass-turbo? You'd get not only IDs, but a
complete changeset, ready to go.
