[Imports] Correcting Iran's Province boundaries and add County borders.

My name is Adib Yaghoubzadeh and I'm a contributor to OSM from Iran. The
current Province boundaries of Iran are not correct and they aren't same as
the maps that Iranian organizations use. As you can see in Iran Project
wiki page these boundaries has been uploaded in 2009 by Claudius Henrichs
and even then he new the file that he used doesn't contain correct
boundaries. Also there isn't level 6 boundaries for almost all provinces in
Iran.

I have discussed this issue with other Iranian OSM contributors and
everyone is agree to update the boundaries based on the current up to date
info that I have. have been able to access the maps that Iranian Ministry
of Interior develops and use. These maps are accessible to anyone who
access their website and are the most up to date and detailed maps
available for Iran's Divisions.

I used these files and created a OSM file with all the required tags and
relations for provinces and counties in Iran. Since this activity hasn't
been done before by any Iranian, I would appreciate if you can guide me
through this process and help me prevent future errors and mistakes.
