[Imports] Correcting Iran's Province boundaries and add County borders.

Hello Adib,

what is the license of the data? Just because it is downloadable for free
does not mean you can import the data to OSM.

Please read the import guidelines at
http://wiki.openstreetmap.org/wiki/Import/Guidelines and follow those. You
will need a documentation on the OSM wiki for the import, see for example
http://wiki.openstreetmap.org/wiki/Mexico%27s_Administrative_Divisions_Import_Project
.

I hope the license issue works out, this is usually a large hurdle.
