[Imports] Tunisia Delegations areas import

Hi,

I'm member of OpenStreetMap Tunisia community and i want to bulk upload
delegations from a GeoJson file into OpenStreetMap .

I have no experience with bulk import, can anyone assist me please ?

Please note that  :

   - Tunisia's territory is divised into governorates (). Each governorat
   contains multiple delegations.
   - The data source is an official goverment open data portal :
