[Imports] Bulk Import of Address Range in GTHA from Metrolinx

Can you link to the changesets and the changesets that reverted it? There
may be some valid comments there already.
The documentation I see on the wiki page isn't complete yet. I miss some
example data, and I certainly wonder how you will use the
addr:interpolation tag (how it relates to the data you have).
Apart from that, the import documentation actually looks fine (but I didn't
check what happened on the database).
