[Imports] Import of Dnipropetrovsk (Ukraine) address data

Imports,

We recently received a data set of Dnipropetrovsk address and buildings
data. Dnipropetrovsk is one of the largest cities in Ukraine with about 1M
of inhabitants.

The data contains about 120k of buildings with 87.5k addresses.

The data owner explicitly allowed us to use the data under ODbL.

We are planning to perform a manual import, block after block of the data
with help of some tools, particularly a JOSM plugin which helps to copy
over tags from one layer over to another layer. The primary reason for this
is that geometry in OSM is more accurate than in this data set.

For the reference, the whole dataset, converted to OSM format could be
found here (
https://github.com/sev-/osm/raw/master/dp/dnipro_addr_bld.osm.bz2). In the
same directory you may find the original shape files.

The main participants of the import are expected to be people which map in
the area, led by andygol.
