[Imports] Building & Address Import - Lexington, KY

Hi Ryan,

Doing a building import sounds productive to me. If you can do a workshop
at Code Across I'm sure you can get people up to speed on reviewing
buildings. I'm in SF so can't help you beyond that.

One thing which I'd suggest from doing a crowdsourcing activity with tech
newbies is: screenshot several examples of good and bad footprints and
explain how to handle them on a printout or wiki page. With my last
building dataset the two most common issues were (a) swimming pools being
counted as buildings by the county and (b) buildings with way too many
vertices.

Also if you think of any recent development in Lexington, see if it's
already in the building dataset or you can improve on that data
