[Imports] GIS data for Laos donated as ODbl

Hi,

thanks for importing those boundaries, But you "shredded" many 
boundaries in Thailand (2), Cambodia (3) and Vietnam (6) too. Mainly 
admin_level 4.

Your statement "The boundaries will be merged respecting the boundaries 
of the the neighbouring countries already existing" has not fullfilled :(
