[Imports] Uganda Bureau of Statistics educational facilities import

I tried to use my import account. Failed to do it. The stuff that should
have been uploaded with it, went up with my normal account. The subsequent
non import stuff went up with my import account.

It's too much of a hassle and yes I would need to switch back and forth
between accounts constantly.

So, I'll limit myself to doing validation work, until this silly rule gets
finally lifted some day. I won't be holding my breath, no worries.
