[Imports] [Talk-GB] OSM with Wikidata: now covers UK and Ireland

Nothing is being imported though. All that gets done is to establish a link
between Wikidata and OpenStreetMap, saying that the wikidata entry and the
OSM object are referring to the same entity. So the Wikidata entry further
describes our OSM object.

We've already established this can only be achieved by adding tags on our
side. It doesn't make sense to point to our object ids from Wikidata, as
they are relatively volatile.

My preferred way of doing this, is to use the Wikipedia plugin from within
JOSM, but if this way works reliably, it's probably more efficient.
