[Imports] Seattle Sidewalks Import (v2 - testing)

Good question!

We prepopulate the editor with tagged data, so e.g. crossings are already
tagged, reducing the amount of work that needs to be done and familiarizing
anyone who's new to sidewalks/OSM to appropriate tag combinations. The
data.seattle.gov/AccessMap data also serves as a hint, as some features are
not obvious on the first pass of aerial imagery, but can be identified with
a closer look, such as curb ramps. Or crossings, which can be easy to
overlook as they are not always marked.

As we gear up for a larger region, we will want to add more (verifiable)
tags to the prepopulated data. For example, we would add name/associated
street tags, as our sidewalk lines are actually generated from an
associated street.

Best,

Nick
