[Imports] Sitka, AK Buildings Import (Christoph Hormann)

Hi Christoph,

That's what I'm doing right now, going through block by block replacing
buildings and retaining history, and de-duplicating POIs. My earlier plan
was before I was advised about the replace geometry tool. I'm nearly
finished.
